The bidder must confirm that neither it nor its management or representative persons have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, or any other exclusion grounds listed in the tender documents. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. Confirmation or electronic evidence regarding payment of taxes and social security contributions must also be provided if required.

The bidder must provide a handwritten confirmation that the proposed technical solution allows permits sold in the sales system to be transferred via an interface to the contracting authority’s information system (PKO). Offers may be submitted for up to 2 lots, and a contract may also be awarded to one bidder for up to 2 lots. The machine-readable notice did not include precise additional qualification, suitability or compliance requirements; these must be checked in the tender documents.
