Compliance requirements
The bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering, terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm that it is not established in the Russian Federation or the Republic of Belarus and that the signatory has the right of representation. If an exclusion ground applies, it may be possible to demonstrate self-cleaning, but this depends on what is set out in the tender documents. Qualification criteria and exclusion grounds
The bidder must have properly performed at least 1 reference contract in the last 60 months that is similar to the subject of this tender and in which the bidder, as main contractor, designed and built a solar power plant with an output capacity of at least 10 kW. The reference may have started earlier than 60 months before publication of the contract notice, but only the part completed and accepted by the client by that date counts for qualification. If the bidder relies on the resources of another undertaking, the bidder must also provide the details of that entity and the required evidence and consent. When submitting the bid, the bill of quantities must be completed, the technical description of the solar panels must be provided, and compliance with the tender documents must be confirmed. The bidder’s right of representation must be proven; if the bid is signed by an authorised person or is a joint bid, the relevant power of attorney must be attached.
