Compliance requirements
The machine-readable notice included standard exclusion grounds. The bidder must confirm that none of the listed exclusion grounds apply to the company or its relevant managers/representatives, including participation in a criminal organisation, corruption, fraud, terrorist offences and other mandatory exclusion grounds. If an exclusion ground exists, the bidder may indicate self-cleaning measures where allowed. The exact exclusion grounds and confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed, as prime contractor during the 36 months before the start of the procurement, at least one design assignment for erecting a building with energy class A or equivalent, at least at preliminary design stage. The building must be an educational, healthcare or other public building, or an apartment building, with a closed net floor area of at least 700 m². The contract value, dates and other contracting parties must be provided in the ESPD. The bidder’s team must include a civil engineer level 7, a heating, ventilation and cooling engineer level 6, an electrical engineer level 6, and a water supply and sewerage engineer level 6, or equivalent competences. The names, personal identification numbers and roles of team members must be submitted, together with competence documents where needed. One team member may cover several roles if suitably qualified. The bid must comply with the tender documents and conditional bids are not allowed. If the bidder relies on another company’s resources, that company’s consent must be attached. Proofs may be omitted where competence can be verified from public registers. The bid price must be submitted in the required form and structure.
