Compliance requirements
The bidder must confirm that neither the bidder nor any entity relied on for qualification is subject to the exclusion grounds set out in Section 95(1) of the Public Procurement Act. In addition, neither the bidder nor any entity relied on for qualification may be an undertaking established in the Russian Federation or the Republic of Belarus. If any confirmation is negative, it must be explained in the manner required by the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years must have been at least EUR 120,000; assuming the financial year follows the calendar year, these are 2025 and 2024. The bidder must submit Form 1 with the data needed to verify qualification. The bidder must have properly performed at least two similar construction contracts within the last 60 months. A similar contract must have been performed as a main contractor or contractor, relate to a building, part of a building or building complex with at least 500 m² of enclosed net floor area, and include construction, extension or full-scale reconstruction of a building together with either the construction of a new electrical system or the reconstruction of an existing electrical system and interior finishing works, including installation of an epoxy floor covering. For the reference contracts, the bidder must provide the names and contact details of the contract partners, the procurement object, enclosed net floor area, description of the works and contract period; for contracts awarded through public procurement, also the procurement reference number. The contracting authority may request a confirmation letter from the client. For the works, the bidder must involve a site manager who is present at the construction site throughout the working day and who holds either an Engineer, level 6 qualification with specialisation in building construction and the competence of construction management, or a Construction Manager, level 6 qualification with specialisation in general construction, including stone and concrete structure construction. In addition, the bidder must involve a specialist for the high-voltage responsibility area with at least a Class B competence certificate or an Electrical Engineer, level 6 qualification, and a specialist for security systems with at least a Security Systems Technician, level 4 qualification covering installation and maintenance of gas extinguishing systems and handling of gas extinguishing systems containing fluorinated gases. Form 4 must be submitted for all specialists; if a qualification certificate was issued outside Estonia, the bidder must also submit the qualification document and a document from the competent Estonian authority confirming equivalence. If the bidder relies on another undertaking’s resources, that undertaking must perform the relevant experience or qualification personally. The bid must also be submitted on Forms 2, 3 and, where applicable, 8, and must comply with all conditions set out in the tender documents.
