Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion situations listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice also requires confirmations that the bidder is not using a subcontractor subject to replacement under the law and that the offered goods are not subject to international sanctions or from sanctioned regions.
Qualification criteria and exclusion grounds
The bidder must show a total annual turnover of at least EUR 1,000,000 in one of the last three completed financial years before the start of the procurement. A qualification document and the site manager’s consent must be submitted. If equivalence is relied on, it must be explained and supported by evidence.
