Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion situations listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice also requires confirmations that the bidder is not using a subcontractor subject to replacement under the law and that the offered goods are not subject to international sanctions or from sanctioned regions.

Qualification criteria and exclusion grounds

The bidder must show a total annual turnover of at least EUR 1,000,000 in one of the last three completed financial years before the start of the procurement. For technical and professional capacity, the bidder must have properly completed at least one construction contract for a 2,500 m² illuminated light traffic road or carriageway with an adjacent illuminated 2,500 m² sidewalk, or an illuminated 2,500 m² street. The works must be managed by a site manager who holds at least a level 6 road engineer professional certificate or equivalent qualification. A qualification document and the site manager’s consent must be submitted. If equivalence is relied on, it must be explained and supported by evidence.
