Compliance requirements
The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud and other grounds set out in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning measures where allowed. The bidder must also confirm that it does not use subcontractors or suppliers subject to the specified Russian sanctions restrictions for more than 10% of the contract value, and that the offered goods are not subject to international sanctions or originating from sanctioned areas.
Qualification criteria and exclusion grounds
The bidder must have prior experience in inland water fish surveys. The document must describe the bidder’s previous experience in line with the specialist involved. The bidder’s team must include a fish expert with a doctoral degree or an equivalent degree. The bidder must have the measuring, mapping, monitoring, fieldwork and data-processing tools needed to perform the work, including the ability to prepare GIS data. The bid must include the composition of the research team, a description of the responsible specialist’s experience and the work methodology. If the tender documents require additional evidence, registrations, certificates or forms, these must also be submitted.
