Compliance requirements
The contracting authority will exclude a bidder or applicant if the bidder is bankrupt, in liquidation or under reorganisation, if bankruptcy, liquidation or reorganisation proceedings have been initiated against it, if its business activity has been suspended, or if it is in a similar situation. Exclusion also applies if the bidder has outstanding state or social security tax debts. The bidder must provide a written confirmation that none of these circumstances apply, using Form I. If the bidder is tax resident outside Estonia, it must submit extracts from the tax register of the country of establishment or another equivalent source. A tax debt exceeding EUR 100 is an exclusion ground; the contracting authority checks the absence of tax debt itself during bid evaluation.
