Compliance requirements

The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder must also confirm that it has not taken part in a subcontractor arrangement that would require replacement under the Public Procurement Act, and that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed by the tender documents.

Qualification criteria and exclusion grounds

The bidder must include a site manager for the works. The required professional qualification is construction engineer level 7 or construction manager level 7, or an equivalent qualification. The same person must also be submitted as the responsible specialist under the compliance requirements. The site manager must have at least 5 years of construction experience and experience in managing at least two similar projects with a closed net area of more than 200 m². Similar works are reconstruction works carried out in adjacent rooms in a healthcare institution providing 24/7 medical services. The bidder must submit CV-form details for the specialist and, where applicable, copies of qualification documents or other proof of competence. For the qualification check, the bidder must also show that it has properly completed at least three main contractor reconstruction contracts for healthcare facilities in the 60 months before the notice date, each with a closed net area of at least 200 m². The tender documents also require the bid price form, contact person details, a joint-bid power of attorney if applicable, and a consent from another company if the bidder relies on another entity's resources.
