The bidder must confirm the standard exclusion grounds, including no final conviction for participation in a criminal organisation, corruption, fraud and other listed offences. The notice also requires confirmation that the bidder does not use subcontractors or suppliers subject to the EU Russia sanctions restriction for more than 10% of the contract value, and that no subcontractor to be used would be subject to replacement under the Public Procurement Act. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed.

The bidder must have successfully completed at least two road construction or road reconstruction projects within the last 36 months before the tender submission deadline, with a nature and scope comparable to the subject matter of this procurement. This requirement applies to both lots. Supporting evidence of the previous experience must be submitted with the tender. The tender must also be submitted in the structure required by the procurement documents, and the relevant lot’s bill of quantities must be included.
