Compliance requirements
The machine-readable notice included the standard exclusion grounds for criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and related self-cleaning possibilities. If an exclusion ground applies, the bidder may be allowed to provide evidence of remedial measures where the tender documents or applicable law so provide. The exact exclusion grounds and any additional confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show a net turnover of at least EUR 150,000 in the last completed financial year before the start of the current procurement. To prove technical and professional capacity, the bidder must have laid at least 2,500 m² of the top layer of asphalt concrete within the last 60 months and submit a list of at least one relevant contract or completed works with the performance period and client details. For the works, the bidder must involve a responsible site manager with professional qualification Road Engineer, level 6 (non-initial) or higher, with the specialisation Road Construction and Maintenance and the occupation Construction Management. The bid must also include the required confirmations and forms, including the bill of quantities and confirmation that the bid complies with the tender documents.
