Assembly, dismantling and modification works for belt conveyors

The contracting authority will exclude a bidder if the exclusion grounds under RHS § 95(1) points 1–5 apply. These include convictions for participation in a criminal organisation, corruption, fraud, terrorist offences or related offences, money laundering or terrorist financing; offences related to employing foreigners without legal basis or in breach of employment conditions, including paying less than the statutory wage; offences related to illegal use of child labour or human trafficking; tax, environmental charge or social security contribution arrears; and cases where awarding the contract would violate an international sanction or a sanction of the Government of the Republic of Estonia. The bidder must confirm that none of these exclusion grounds apply.

The bidder must be registered in the commercial register or another equivalent register in its country of establishment, if required by the laws of that country. A foreign bidder must submit a copy of a valid registration certificate. The bidder or its subcontractor must have completed one or more contracts similar to the subject of the procurement during the 36 months before the start of the procurement. The subject of the procurement is repair, maintenance, assembly or dismantling of metal structures and/or equipment and conveyor belts, rollers and drums. The bidder must submit a list of the main contracts completed during the last 36 months, including the scope, year of conclusion, and the names, phone numbers and email addresses of the clients. The works must be carried out by qualified responsible persons: an assembly fitter with a valid hot work permit, at least one assembly fitter with a valid slinger certificate, and at least one assembly fitter with a valid first aid certificate. The bidder must submit a list of the responsible persons and copies of documents proving their qualifications and competence. A foreign bidder that does not have qualification and competence documents for the responsible person issued in Estonia must submit equivalent documents issued under the laws of its country of establishment and a confirmation that it will submit, within one month after signing the contract, the confirmation issued by the Consumer Protection and Technical Regulatory Authority regarding the qualification and competence of the above-mentioned responsible person.
