Compliance requirements

The bidder and its management bodies must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have provided, within the 36 months before the start of the procurement, at least one properly performed contract for the design of an external electrical installation. The bidder must enter the contract details in the ESPD, including a description of the contract, the value, the signing date and the other contracting party. To speed up the process, the bidder may also attach a confirmation letter from the client. If subcontractors are used, the bidder must state the share of the contract value to be subcontracted as a percentage of the total contract value and submit the subcontractor’s consent form. The machine-readable notice did not include precise exclusion grounds beyond the standard mandatory grounds; these must be checked in the tender documents.
