Compliance requirements

The contracting authority will exclude a bidder if a mandatory exclusion ground under Section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if a ground under Section 95(4) applies. When submitting the tender, the bidder must confirm that no exclusion grounds apply. Before contract award, the contracting authority will verify the absence of at least the exclusion grounds listed in Section 95(1) on the basis of evidence. In addition, the bidder must confirm that it will not use subcontractors or suppliers linked to the Russian Federation in the manner described in the notice for more than 10% of the contract value, and that the offered goods are not subject to international sanctions and do not originate from sanctioned territories.

Qualification criteria and exclusion grounds

The bidder must have a valid operating licence on the date of submission for providing outpatient general surgery services at the place where the service will be delivered. The licence must cover the service locations where the bidder will operate, and the licence number(s) must be entered in the tender form. The bidder must also show a 2025 net turnover from healthcare services of at least EUR 96,789. This turnover requirement is calculated per one doctor working full-time in outpatient care and increases proportionally with the number of doctors and workload offered. In the 12 months before the decision to announce the procurement, the bidder must have provided outpatient general surgery services at least 50 times. In addition, the bidder must have provided e-consultations in the offered specialty during the 12 calendar months before the month of the procurement announcement decision, or must be ready to provide e-consultations through the health information system by the tender deadline, where such e-consultation is required by law. The bidder must confirm these requirements in the qualification form and provide the required turnover information.
