The bidder must confirm that neither the bidder nor the members of its administrative, management or supervisory body, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences related to the commission of a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Information on payment of taxes and social security contributions must also be confirmed or evidenced as required by the tender documents.

The machine-readable notice did not include precise qualification, suitability or compliance requirements beyond the tender documents; these must be checked in the official tender documents. The tender documents also require the bidder to submit a joint tender power of attorney if the bid is submitted by a consortium, a declaration of business secrecy, a participation application in Form 1, a price offer in Form 4, proof of the signatory’s authority if needed, a technical offer describing the terminal technical data and cooperation arrangements, and a draft rental agreement that complies with the tender documents.
