The bidder must confirm that neither the bidder nor the members of its management body have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. Proof of payment of taxes and social security contributions must be provided, or the contracting authority must be allowed to verify the information electronically through a database where available.

The bidder must submit the participation application in the prescribed form (Form 1). If the person signing the bid on behalf of the bidder is not listed in the registration certificate, a power of attorney for representation (Form 2) must be submitted with the bid. The bid must comply with the technical specification in Annex 1, and the bidder must provide the references and manufacturer documents/information materials required there so that the contracting authority can verify compliance. The bidder must also complete and submit the product data and prices in Annex 1. If the bidder relies on equivalent solutions, the equivalence must be explained and supporting evidence must be attached. If the bid is a joint bid, a joint bidders' power of attorney must be attached. The machine-readable notice did not include precise qualification, suitability or compliance requirements beyond these document and bid-form requirements; the official tender documents must be checked for any additional conditions.
