Bidders are not accepted if they have an existing, overdue state tax debt. The bidder must also confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value who are citizens or residents of the Russian Federation, or entities established in the Russian Federation, or who are more than 50% owned by such persons or entities, or act on their instructions. If the bid is a joint bid, an authorised representative must be appointed and a joint power of attorney must be attached. The bidder must identify any trade secret, but may not mark the bid price or other numerical indicators corresponding to award criteria as trade secrets.

The bidder must have prior experience of similar work for the offered lot. At least one similar job completed within the last 60 months must be listed. The machine-readable notice did not include any more precise qualification, suitability or compliance requirements; these must be checked in the tender documents.
