The bidder must confirm that the bid complies with the tender documents and, where relevant, that equivalence has been explained and evidence of equivalence has been attached. The bidder must also confirm that subcontractors and suppliers representing more than 10% of the contract value are not citizens, residents or undertakings established in the Russian Federation, and are not more than 50% owned by such persons or entities, and do not act on their instructions. The contracting authority will reject a bid if the resulting contract would be void under the applicable sanctions rules.

The bidder must have at least 5 years of work experience in the field of ship hydraulics. The bidder must also provide the crane's technical specification and a list of completed works as a free-form document. The bid must comply with the tender documents, and if equivalence is relevant, the bidder must explain it and attach evidence of equivalence.
