Compliance requirements
The bidder must confirm that neither it nor members of its management, supervisory or administrative bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud or the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed for the procurement. The ESPD also lists other mandatory exclusion grounds, and their exact content must be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder must have experience from the last 36 months before the start of the procurement in providing electrical installation operation and maintenance services at at least 3 sites, each with a closed net floor area of at least 10,000 m², where the service included operation of the generator and backup power system and the related maintenance actions needed to ensure proper functioning. The person responsible for the service must have at least Electrical Engineer, level 6, specialising in building electrical installations, or an equivalent qualification. The bidder must provide the name, qualification and certificate number of the responsible person in the ESPD. If the bidder relies on another company’s resources, a written confirmation from that company must be included, and the ESPD must also be submitted for the company whose resources are relied on. On request, the bidder must submit evidence of performance of similar contracts and proof of the responsible person’s qualification.
