Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. Qualification criteria and exclusion grounds

The bidder must submit the completed insured vehicles price form for the bid to be considered compliant and must confirm that the bid complies with the procurement documents. Conditional bids are not allowed. The bidder must confirm that, in performing the contract, it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens, residents or undertakings established in the Russian Federation, or if they are more than 50% directly or indirectly owned by such persons or entities, or act on their instructions. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must confirm that, by the time the framework agreement is signed, it has the capacity to handle claims 24/7, seven days a week, and must provide a telephone number for initial instructions in the event of a claim before signature. The successful bidder’s signatory and contract contact details must be provided in the bid.
