Compliance requirements
The bidder must confirm that neither it nor the members of its management or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or offences related to the commission of a terrorist act or terrorist activity. Where applicable, information on the date of conviction, the reason, the person convicted, the duration of exclusion and any self-cleaning measures must be provided. The tender documents also require a confirmation that the bidder will not use a subcontractor in contract performance if that subcontractor would have to be replaced.
Qualification criteria and exclusion grounds
The bidder must have carried out at least 300 linear metres of similar works within the last 60 months. Similar work means underground installation of pre-insulated steel district heating pipelines. A list of the completed works must be submitted, showing the time and place of performance, the client’s contact details and the scope of work, together with proof that the works were carried out properly, completed and accepted by the client. At the time of submitting the tender, the bidder must have a valid contractual relationship with a welder who holds a valid welding certificate under EVS-EN ISO 9606-1:2017 or an equivalent qualification and is qualified to perform 111 butt welds DN 40–100. The bidder must also have a valid contractual relationship with a jointing works specialist who has completed training provided by the Estonian Power and District Heating Association or an equivalent course. The bidder must submit a site visit attendance record, a copy of the welder’s qualification certificate, a copy of the jointing works specialist’s qualification document, and the completed price form. The tender must comply with all conditions set out in the procurement documents, and conditional tenders are not allowed.
