Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and other listed serious offences. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The notice also includes a sanctions-related confirmation: the bidder must not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals, residents, entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives acting on their instructions.
Qualification criteria and exclusion grounds
The bidder must have experience in similar services for at least 12 months during the 24 calendar months before the start of the procurement. Similar services mean maintenance of building doors and locking systems, as well as repair and emergency services. The minimum number of completed assignments is 1.
The bidder’s team must include at least one person responsible for the works who holds a civil engineer professional certificate at least at level 6 with competence in building construction, or an equivalent qualification. If the qualification cannot be verified from a public register, a copy of the certificate must be provided. A bidder established outside Estonia may submit an equivalent certificate or other evidence under the law of its country of establishment.
The bid must be submitted in the structure required by the procurement documents, and the bidder must confirm that the bid complies with the tender documents and that equivalence has been explained where needed. In the case of a joint bid, a power of attorney for the joint bidders must be attached. If the bidder marks anything as a trade secret, it must justify that designation.
