Compliance requirements
The bidder must confirm that neither the bidder nor members of its management, administrative or supervisory bodies, procurators, or other persons authorised to represent, decide for, or control the bidder have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of trafficking in human beings, commission of a terrorist offence or offences related to terrorist activity, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last three financial years completed by the start of this procurement must total at least EUR 3,000,000. The bidder must provide turnover data for the last three financial years and, if needed, evidence for verification.
For technical and professional capacity, the bidder must have performed at least one contract during the 60 months preceding the start of this procurement, under which at least 500 m of water pipeline and 1,000 m of gravity sewer pipeline were built, either as main contractor or subcontractor. The bidder must submit a list of such contracts with details of the work performed, pipeline length, role and site location, and, if necessary, the client’s confirmation or other evidence of proper performance. If the bidder relies on the resources of another entity, the details of that entity and its consent must also be provided.
A tender guarantee of EUR 5,000 is required, and its validity period must match the bid validity period. The bid price must be submitted in euros to the nearest cent on Form I and must match the total price shown in the register’s pricing worksheet excluding VAT. Conditional bids are not permitted.
