Compliance requirements

The machine-readable notice includes two exclusion grounds. First, the bidder must not have outstanding tax arrears or overdue social security contributions; scheduled tax arrears are accepted. Second, the contracting authority may exclude bidders from third countries, meaning countries outside the EU, EEA, WTO GPA countries, and countries without a reciprocal public procurement agreement with the EU. Qualification criteria and exclusion grounds

The bidder’s annual sales revenue for each of the last 3 financial years must be at least EUR 700,000 per year. If the bidder is not an Estonian company, it must be ready to provide a signed copy of its financial statements or other equivalent evidence. Within the last 36 months before publication of the contract notice, the bidder must have at least one reference: delivery to a customer of an automatic board edging line with scanner optimization. For the reference, the bidder must provide the customer’s name, contract scope, the customer representative’s contact details, and the date of acceptance of the works to the nearest month and year. To prove technical suitability of the tender, the bidder must complete the technical requirements form, submit the technical specification and, if necessary, drawings showing the main parts of the equipment and the manufacturers of the main components. The offered solution must fit the installation site dimensions of 25,500 × 6,000 × 4,000 mm and the existing upstream sawmill line and its interface. The bidder must confirm acceptance of the payment schedule: a 30% advance payment after contract conclusion, 60% before delivery, and 10% after full performance and acceptance of the works. The payment term on each invoice must be at least 14 calendar days. The bidder must also accept the contractual penalty terms, the response time and onsite technical support terms, and the site verification and compatibility requirement. In case of a fault, remote assistance must be provided within 1 working day and, if needed, a technician must be sent onsite within 5 working days. The warranty must last at least 12 months from acceptance of the works and must be provided without a separate maintenance contract.
