Compliance requirements

The bidder must not have final convictions in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking, or other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may have to show self-cleaning measures where allowed by law or the tender documents. Qualification criteria and exclusion grounds

The bidder must hold a postal service operating licence issued by the Competition Authority. The bidder must also be registered in the economic activities register for postal services and be able to provide international postal services in accordance with the acts of the Universal Postal Union binding on the Republic of Estonia. The contracting authority checks the registration in the public register. The bid must include the completed HD IV price breakdown as an Excel file, and if the bidder has standard terms for providing the service, those must also be submitted. In the case of a joint bid, a separate ESPD must be submitted for each joint bidder.
