Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurists or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour, human trafficking or other exclusion grounds listed in the tender. If an exclusion ground applies, the bidder may submit evidence of self-cleaning, where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a completed participation application, a technical proposal and the price form appendix, and confirm that the tender complies with all conditions set out in the procurement documents. Conditional tenders are not allowed. If the bid is a joint tender, a power of attorney for the joint bidders must be attached. The bidder must provide a list of the products with delivery times in an editable and filterable format, and the contracting authority must also be able to verify compliance through the bidder’s online shop. For office IT equipment, a warranty of at least 2 years is required, starting on handover, covering repair and replacement equipment during warranty repairs, and it may be longer if required. The bidder must declare the presence or absence of REACH candidate substances in all required products and accessories and provide evidence of this. For the reuse and recycling service, the bidder must indicate whether it is a member of a producer responsibility organisation; if not, it must provide evidence of a cooperation partner or of an environmental permit for waste management. The bidder must also describe how it will organise collection, confidential handling and deletion of data carriers, and dismantling for recycling and disposal purposes. The machine-readable notice did not include precise qualification or suitability criteria; they must be checked in the tender documents.
