Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted in the last five years for the listed exclusion grounds, such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorism financing, or other mandatory exclusion grounds included in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full precise list, so the exact exclusion grounds and any proof requirements must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include at least one specialist with a professional certificate at least at the level of electrical engineer, level 6, or B-competence class or equivalent. The ESPD must include the competent person’s name and, if necessary, a copy of the certificate or other proof if the competence cannot be verified from a public database. The machine-readable notice did not include any other precise qualification, suitability or compliance requirements; these must be checked in the official tender documents. The compliance conditions also require confirmations related to subcontractors and suppliers, but those are not qualification criteria and should be checked separately in the tender documents. The machine-readable notice did not include the full precise exclusion list; the exact grounds and any proof requirements must be checked in the official tender documents.
