Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender passport, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other listed grounds. If an exclusion ground applies, the bidder may be asked to explain self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full list in a concise form; the exact grounds must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must meet the qualification criteria in the tender passport. The notice states a financial requirement: the bidder’s net turnover in market research and public opinion survey services for each of the last two completed financial years before the start of the procurement must be at least EUR 300,000. The bidder must also show technical and professional capacity by proving at least three survey studies carried out in the 36 months before the start of the procurement, each with a value of at least EUR 10,000 excluding VAT. The bidder must submit a list of the relevant studies with their value, dates and contracting parties, and the contracting authority may ask the other party to confirm the information. The compliance documents also require confirmation that the tender meets the tender documents, that conditional tenders are not allowed, that any joint tender includes a power of attorney for the authorised representative, that trade secrets are identified and justified, that equivalent solutions are explained and evidenced where relevant, and that the bidder confirms the EU sanctions restriction on subcontractors and suppliers.
