Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other exclusion grounds listed in the ESPD/tender documents. The notice also refers to self-cleaning: if an exclusion ground applies, the bidder may need to show measures taken to restore reliability, where allowed by the procurement rules or tender documents. Exact wording and all grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the business register or another relevant register in its country of establishment for the activity covered by the contract. The bidder’s net turnover for the last financial year ended before the start of the procurement must be at least EUR 700,000. The bidder must also have prior experience of similar construction works carried out within the last 60 months before the start of the procurement.
