Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other persons with authority to represent, decide for or control it have been finally convicted within the last five years for the listed exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, child labour, human trafficking and other acts named in the ESPD. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where allowed. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.

Qualification criteria and exclusion grounds

The machine-readable notice did not include precise qualification, suitability or financial requirements; these must be checked in the tender documents. The ESPD does, however, set out exclusion grounds, and the bidder must confirm, where applicable, that it has not been convicted of participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact qualification and evidence requirements must be checked in the ESPD and tender documents.
