Compliance requirements
The tender documents include standard exclusion grounds. The bidder must confirm that none of the mandatory exclusion grounds apply, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and other grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include all precise exclusion details; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must prove technical and professional capability by showing at least one completed road or street asphalt paving contract in the last 60 months before the contract notice, with a volume of at least 500 m² or 1,000 m. The bidder must provide the contract object, procurement reference number, client, contact details, period of performance and paving volume, and on request client confirmation letters. The bid must also comply with the tender documents and the bidder must submit the required confirmations and documents, including the bid security of EUR 2,000, valid for at least 4 months. The notice also contains compliance requirements on sanctions, joint bids, business secrets, subcontractor restrictions and equivalence confirmations. Any precise additional qualification or compliance requirements not fully visible in the machine-readable notice must be checked in the official tender documents.
