Compliance requirements

The bidder is checked against the standard exclusion grounds, including participation in a criminal organisation, corruption and fraud. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. In the ESPD, the bidder may need to state the date of conviction, the reason, the convicted person, the exclusion period and any self-cleaning measures. The bidder must confirm that the offer does not include goods subject to international sanctions or originating from sanctioned areas. The bidder must also confirm that it will not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian citizens, residents or entities established in the Russian Federation, or if they are more than 50% owned by such persons or entities, or act on their instructions. Only subcontractors and suppliers established or resident in Estonia, another EU Member State, another EEA state or a country that has joined the WTO Government Procurement Agreement may be used for contract performance.

Qualification criteria and exclusion grounds

The bidder must have, within the 36 months before the start of the procurement, performed at least one publishing and printing services contract under which at least one children's literature or other educational material work of at least 60 pages was published. The experience may come from one contract or from several contracts/orders. If the publishing and printing experience was obtained under separate contracts, separate evidence must be provided for both services. In the ESPD, the bidder must provide details of the contracts or orders relied on for qualification: service description, number of pages, period of performance, client name, contact person's name, email address and telephone number. When submitting the tender, the bidder must confirm that the tender complies with the tender documents. The tender price must be submitted in the required structure. By the start of contract performance, the team must include a project manager with at least 12 months of project management experience in publishing and/or printing during the 48 months before the start of the procurement or before contract signature, as well as a language editor, designer, layout specialist and artist. The experience of team members must be provided to the contracting authority by the start of contract performance. The tender documents also specify the requirements in technical description points 5 and 6.2.1.1.
