Compliance requirements

The tender documents include the standard mandatory exclusion grounds, mainly final convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other legally required exclusion cases. If any exclusion ground applies, the bidder may need to explain self-cleaning measures and provide supporting evidence. The exact list and any detailed confirmations must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its country of establishment or in a register equivalent to the Estonian commercial register. For an Estonian company, the contracting authority checks the registration itself; a foreign bidder must submit an apostilled or legalised certificate from the competent register in its country of establishment, not older than one month as of the bid submission date. The bidder must involve a responsible person in the proper performance of the contract who has at least higher education. The bidder must provide that person’s name, role and a copy of the document proving the education. If the bidder relies on the resources of another company, the ESPD of that company must also be submitted. According to the compliance requirements, the responsible person must have continuous work experience immediately before the start of the procurement in sales and marketing in the tourism sector, including, for example, participation in fairs and organisation of contact events. A CV of the responsible person must be submitted to prove this experience. The bid must comply with all conditions set out in the procurement documents. The bidder must submit Form I, the application to participate in the procurement and the confirmations. If it is a joint bid, an authorised representative must be named and the joint bidders’ power of attorney must be submitted on Form II. The bid price must be presented according to the required structure, and the Meremuuseum sales strategy must be included in the bid.
