Compliance requirements
The machine-readable notice included the standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, fraud and other mandatory grounds. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where allowed. The exact list and any additional grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification criteria; these must be checked in the tender documents. The compliance requirements state that the bid must include a completed technical description, a list of equipment and key components, manufacturer documentation, the frequency and scope of regular technical maintenance, a list and cost of maintenance consumables and spare parts, and confirmation from the manufacturer or an official representative/dealer. In a joint bid, a power of attorney for the joint bidders must be attached. If an equivalent solution is offered, the bidder must explain equivalence and attach supporting evidence.
