Compliance requirements
The bidder must confirm the mandatory exclusion grounds, especially that neither the bidder nor its management, governing or supervisory body members, nor persons authorised to represent or control the bidder, have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or related offences, or that any exclusion period stated in the judgment has expired. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full list of exclusion grounds; the exact requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bid must comply with the compliance requirements: the bidder must confirm that it will provide the service under the conditions set out in the tender documents, and the bid must remain valid for at least 4 months from the date of submission. Only one mentor may be proposed per lot in a bid. For the proposed mentor, the bidder must submit the name, a completed mentor information form in Annex 3, and the mentor’s CV or LinkedIn profile as a separate file. The CV or profile must show the mentor’s education and previous work experience. The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents.
