Compliance requirements

The bidder must confirm the standard mandatory exclusion grounds, including no final convictions in the last five years for participation in a criminal organisation, corruption and fraud. The machine-readable notice also refers to the possibility of self-cleaning and, where applicable, proof of remedial measures. The exact exclusion grounds and any additional confirmations must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have an annual net turnover of at least EUR 1,000,000 in each of the last two completed financial years before the start of the procurement. The bidder must submit an initial confirmation of the turnover figures for those years, and the successful bidder must provide extracts from the annual reports showing the net turnover. For technical and professional capacity, the bidder must have carried out at least 2 full-service international digital marketing campaigns during the last 36 months before the start of the procurement. Each campaign must have had a value of at least EUR 30,000 excluding VAT and must have included project management, strategy and creative concept development, production, and campaign implementation. The bidder must provide a list of such contracts with the campaign name, client contact details, contract and campaign start and end dates, countries where the campaign took place, target group, short description, value, bidder’s role and tasks. The tender documents also require CVs for the project manager, digital marketing specialist, creative director, designer, copywriter and digital strategy specialist.
