Compliance requirements

The bidder must confirm that neither it nor the members of its management or supervisory bodies have been convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible remediation conditions must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must prove technical and professional capability by having performed at least 2 similar contracts in the last 3 years. A similar contract is defined as a euro-area circulation coin minting contract worth at least EUR 150,000. In addition, the minting company must have a valid ISO 9001 or equivalent quality management system and an ISO 14001 or equivalent environmental management system. The compliance conditions require confirmation that subcontractors or suppliers representing more than 10% of the contract value will not include citizens, residents or entities established in the Russian Federation, or persons linked to them. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. The bidder must confirm that at least 75% of the energy used in the minting process comes from renewable sources and/or electricity obtained through high-efficiency cogeneration, and that it is willing to provide supporting evidence. For the paper rolls, plywood and coin-card cardboard, the bidder must provide a copy of an FSC®, PEFC or equivalent certificate proving that the material comes from sustainably managed forests or recycled material. For the QMSC requirement, the minting company must comply with the QMSC requirements set by MDWG, be audited by the European Central Bank and submit a copy of a valid audit report. In the case of a joint tender, a power of attorney for the joint tenderers must be attached. Conditional tenders are not allowed, and the bidder must confirm that the tender complies with the procurement documents.
