The bidder is excluded if it has tax debt for state tax, tax or environmental charges, or if it has tax or social security contribution debt under the laws of its country of establishment. The bidder must operate in the field of legal services; the main activity code must be EMTAK 69102 or 69109. To prove qualification, the bidder must submit descriptions of reference projects and show that it has properly completed at least two legal analysis projects within the 36 months before the start of this procurement procedure. The reference description must include the project name and short description, project period (start and end dates), the client/partner name and the contact person's name and email for reference checks, the bidder's role in the project, and the public procurement reference number in the register if the project was carried out as a result of a public procurement.
