Compliance requirements
The bidder must confirm that neither the company nor its managers, legal representatives or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud and the other mandatory exclusion grounds listed in the tender passport. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning measures to restore reliability. The machine-readable notice did not include any more detailed exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. For service contracts, the bidder must also have any required licence or authorisation to provide the service in its country of activity, and in this case the notice mentions a waste-sector registration. The bidder must have professional liability insurance for the whole contract period, continuously, with a minimum cover of EUR 15,000 per calendar year. The insurance policy must state that any compensation for damage to the contracting authority is paid directly to the contracting authority by the insurer. If one policy cannot be concluded for the whole contract period at once, the bidder must ensure that each new policy starts the day after the previous one ends and must submit the policy to the contracting authority each time. The bidder must also show at least 1 previous completed contract for sanitary cleaning services from the last 3 calendar years, with information on the other contracting party, the subject of the contract, the value, dates and, for public contracts, the relevant procurement reference number. The machine-readable notice did not include more precise qualification requirements; they must be checked in the tender documents.
