Purchase of natural gas for the period 01/07/2026 -30/06/2027

The bidder must confirm that neither it nor its management, supervisory or control body members, procurators or other authorised representatives have been convicted of offences related to participation in a criminal organisation, corruption, fraud, terrorism, money laundering, human trafficking or illegal employment. The bidder must also have no outstanding state tax, duty or environmental charge debts, and no tax or social security contribution debts under the laws of its country of establishment. Awarding the contract must not breach an international sanction or a Government of the Republic sanction. The contracting authority may also exclude a bidder that has previously materially breached a contract or submitted false information. The bidder submits the confirmations on form HD Annex 5; if it is not registered in Estonia, it must also provide the relevant evidence. In a joint tender, all joint bidders must submit the confirmations.

The bidder must be registered in the commercial register of an EU, EEA or WTO GPA member state, if this is required by the laws of the bidder’s country of establishment. An Estonian bidder does not need to submit a copy of the registration certificate. The bidder’s net turnover from natural gas sales must have been at least EUR 100,000 excluding VAT in each of the last three completed financial years before the start of the tender (2023, 2024, 2025). If the financial year is not 1 January to 31 December, the bidder must provide the data for its corresponding financial years. If the bidder relies on the capacities of another company, it must provide information about that entity and also submit that entity’s confirmations on form HD Annex 5.1. The bidder must submit form HD Annex 5 with turnover data and, upon the contracting authority’s request, an extract from the annual report or other evidence. If the exact qualification or suitability requirements need to be checked, they must be verified in the tender documents.
