Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the ESPD: participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may be asked to explain any self-cleaning measures and provide supporting evidence. The exact list should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have performed at least one catering services contract within the 36 months before the start of the procurement, with a value of at least EUR 100,000 excluding VAT. This experience must be evidenced by a list of contracts showing a short description of the service, the contract period, the total contract value, the value of the catering services provided at the required level, and the other contracting party’s details, including the contact person’s phone number and email address. The contracting authority may also request the client’s confirmation and additional explanations or documents if the public registers do not provide enough information. When submitting the bid, the bidder must confirm that the bid complies with the tender documents, that it is not a conditional bid, and, where relevant, provide a joint bidders’ power of attorney. Before contract award, the bidder must have a valid food handling operating licence and must submit a list of cleaning products used together with evidence that they meet the required compliance standard. The bidder must also visit the service location on site and sign the registration sheet.
