Compliance requirements
The bidder will be excluded if it has tax, levy or environmental charge arrears, or social security contribution arrears under the law of its country of establishment. The contracting authority may give a deadline to pay or reschedule the debt. The notice also restricts participation to bidders from eligible countries: bidders from third countries are excluded. The machine-readable notice did not include any further precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be either the manufacturer of the equipment, an official dealer of the equipment in Estonia, or the manufacturer’s official representative in Estonia. If the bidder is not the manufacturer, it must submit a signed certificate or confirmation from the manufacturer proving resale rights.
The bidder’s net turnover for each of the previous three financial years (2023–2025) must be at least EUR 800,000 excluding VAT. If the turnover is not visible in the annual report published in the business register or the bidder is not a company registered in Estonia, documentary evidence of the turnover amount must be provided.
The bidder or the equipment manufacturer’s factory must have performed at least three sales contracts for similar equipment described in the technical specification during the last 60 months. A list of completed contracts must be submitted, including the equipment description, customer name and delivery time.
The bidder must have service and warranty repair capability for the offered equipment throughout Estonia. A confirmation letter must be submitted with the location or locations of the service provider and the service area or areas. In addition, there must be a stationary workshop in Ida-Viru County where the delivered machine can fit, and a mobile repair workshop must be able to reach the site anywhere in Estonia within a maximum of 3 hours.
