Commissioning of book publishing and printing services (Estonian Language Institute)

The bidder must confirm the usual exclusion grounds: participation in a criminal organisation, corruption, fraud and the other convictions and offences listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD may also require details of persons who are not visible in the commercial register. In addition, the bidder must confirm that subcontractors and suppliers engaged in performance are established or resident in permitted countries and that subcontractors or suppliers linked to the Russian Federation are not engaged for more than 10% of the contract value. Under the compliance conditions, the offered goods must not be the object of international sanctions and must not originate from sanctioned territories.

The bidder must have provided at least one publishing and printing services contract during the 36 months preceding the start of the procurement. The experience may come from one contract or from several contracts/orders, but if separate contracts are relied on, the bidder must separately prove both publishing services and printing services in the ESPD. Publishing services include pre-press activities such as technical, substantive and/or language editing, design, illustration where needed, layout, pre-press proofreading and, where needed, artistic work. For each relied-on contract or order, the bidder must provide in the ESPD the service description, service period, client name, contact person name, email address and phone number. By the start of contract performance, the team must include a project manager and, in addition, an editor, designer, layout specialist and artist. The exact technical specification requirements, including the book colour scheme and binding type, must be checked in the tender documents.
