Compliance requirements
The tender documents include mandatory exclusion grounds. The bidder must confirm that neither the bidder nor its management, governing or supervisory body members, nor any person authorised to represent, decide for, or control the bidder, has been finally convicted in the last five years for the listed offences, unless the exclusion period in the judgment has already expired. The listed grounds include participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and human trafficking, and other mandatory exclusion grounds set out in the tender documents. If an exclusion ground applies, the bidder may be allowed to provide evidence of self-cleaning where the procurement rules permit it. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have provided at least one publishing and printing services contract during the 36 months preceding the start of the procurement. The experience may come from one contract or from several contracts/orders, but in the latter case the bidder must separately prove both publishing services and printing services. Publishing services include pre-press activities such as technical, substantive and/or language editing, design, illustration where needed, layout, pre-press proofreading and, where necessary, artistic work together with printing. In the ESPD, the bidder must provide for each relied-upon contract or order the service description, period, client name and contact person details. By the start of contract performance, the bidder must have a project manager and, in addition, a language editor, designer, layout specialist and artist on the team. The team members’ experience must be evidenced in the manner required by the tender documents. The bid must comply with the tender documents and conditional bids are not allowed. The bidder must also confirm that the bid structure and submitted data follow the required format.
