Purchase of a telescopic loader

The tender documents include the standard exclusion grounds for criminal organisation, corruption and fraud. The bidder must answer the mandatory self-declaration questions and, if an exclusion ground applies, may provide evidence of self-cleaning where allowed. The notice also refers to the EU sanctions restriction: the bidder confirms that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian nationals, residents, entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives acting on their instructions.

The bidder must submit the ESPD and complete the required confirmations. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. As a compliance condition, the bidder must confirm that the tender complies with the procurement documents and, where necessary, that equivalence has been explained and supporting evidence attached. In addition, Appendix 2 – confirmation of the maintenance system – must be submitted to show that the bidder can provide warranty maintenance, repairs, routine maintenance and repair work for the telescopic loader at or near the contracting authority’s location.
