Compliance requirements
The machine-readable notice includes mandatory exclusion grounds based on final convictions, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other similar grounds listed in the tender documents. A bidder may need to confirm whether such grounds apply and, where allowed, whether self-cleaning measures have been taken. The exact list and any recovery/self-cleaning details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register for the catering activity, or hold an equivalent registration in its country of establishment; a foreign bidder must submit a document proving the registration. The average net turnover from catering services over the last three completed financial years must be at least EUR 200,000. Over the last 36 months, the bidder must have properly performed at least two contracts, each lasting at least 12 months, whose subject was the provision of school lunches in a school for at least 200 pupils or school staff. The bid must include at least two sample menus, the food quantities table by food groups and the bid price in the required forms. If any exact requirement is only in the tender documents, it must be checked there.
