Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other listed offences. Qualification criteria and exclusion grounds

The bidder must have at least 1 properly completed contract for organising Estonian as a foreign or second language teaching for adults, completed within the 36 months preceding the start of the procurement. The bidder must provide the contract value, dates, the other contracting party, the contact person's phone number and email address, and the procurement reference number if available. Minimum number of completed assignments: 1. The team must include a project manager with higher education, Estonian language proficiency as a native speaker or at least at C1 level, and at least 24 months of project management experience; the project activities must have been properly completed within the 5 years preceding the start of the procurement. A CV and proof of education, and where necessary a C1 certificate, must be submitted for the project manager. The team must include at least 5 teachers. Each teacher must have a qualification as a teacher of Estonian, Estonian as a foreign/second language, another language or humanities, a preschool teacher, a primary school teacher or class teacher, or a bachelor's or master's degree in philology, humanities or educational sciences, plus at least 1 supporting training course for teaching Estonian completed within the last 10 years. At least 80% of the teachers must have at least 12 months of experience teaching Estonian to adult groups within the last 10 years. For each teacher, a CV and documents proving the qualification, academic degree and completed training must be submitted. The bid must include the forms required in the annexes: the bid form, the bid price form, a power of attorney where applicable, a joint bidders' power of attorney for a joint bid, the bid description, and the CVs of the project manager and teachers. For the training premises, the bidder must provide the addresses and, where relevant, the owner's or user grantor's details, plus a confirmation letter allowing use of the premises until 30/11/2027 if the bidder is not the owner or a long-term user.
