Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have, within the last five years, been finally convicted for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not fully set out the exclusion grounds; they must be checked in the procurement documents.

Qualification criteria and exclusion grounds

The bidder’s total annual turnover for each of the last three completed financial years must be at least EUR 300,000. The bidder must provide turnover data in the ESPD and, if the data are not available from public databases, the contracting authority may request the last three annual accounts or other evidence. In addition, within the 36 months before the start of the procurement, the bidder must have completed at least one contract for the sale and installation of indoor gym training equipment and accessories with a value of at least EUR 150,000 excluding VAT. For the reference contract, the bidder must provide the contract description, signing and performance dates, contract value, details of the other contracting party and, where applicable, the procurement reference number. The bid must include technical descriptions of the offered products, dimensions, manufacturer/product/product code, photos or catalogue images, manufacturer specifications and, for equivalent products, the required certificates or other proof. The bidder must confirm that all offered products comply with the contracting authority’s technical requirements, that the bid is not conditional, and that the prices include transport, installation, disposal of packaging waste and cleaning of the site. Throughout the warranty period, the bidder must have manufacturer-provided or manufacturer-authorised maintenance and repair capability and must appoint a project manager responsible for delivery, installation, testing and user training.
