Summary

The tender concerns information activities supporting the adaptation of newly arrived immigrants and the implementation of a communication strategy over 24 months from the signing of the framework agreement or until the maximum contract value is reached, whichever comes first. The contracting authority will conclude a framework agreement with one successful bidder. The bidder must submit the required forms, a concept for updating the communication strategy, and team details and evidence as part of the tender.

Compliance requirements

Standard exclusion grounds apply, including participation in a criminal organisation, corruption and fraud. The bidder must confirm that neither it nor its management or supervisory body members have been finally convicted on these grounds within the last 5 years, or that the exclusion period no longer applies. If necessary, the bidder must describe any self-cleaning measures and may submit evidence of them. If the information is electronically available, the relevant references or details must also be provided. The machine-readable notice did not include the full precise exclusion grounds; these must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have completed at least 3 service contracts similar to the subject matter of the tender within the last 36 months. Each contract must have had a value of at least EUR 50,000 excluding VAT. Similar work means carrying out information activities, including updating a communication strategy, preparing an action plan to implement it, and carrying out planned activities for a nationwide service provider organisation. For each reference contract, the bidder must provide a description of the service, the contract value, the performance period, the details of the other contracting party, and the public procurement reference number, if available. The bidder’s team must include a project manager with at least 3 years of work experience in a PR or media agency and who, within the last 3 years, has performed the role of project manager in at least 2 cooperation projects aimed at providing communication support to a nationwide service provider organisation and implemented on the basis of a jointly developed strategy and action plan. The project manager must have a very good command of Estonian, at least C1 level or native level. In addition, the team must include a strategic communications expert with at least 3 years of experience in communications management and in creating communication strategies for a nationwide organisation or project, a content creator with at least 3 years of experience in preparing texts and materials for public use, and a social media expert with at least 3 years of experience in creating and managing content for social media channels. The tender must include the AD Annex 6 form for each team member and a copy of the document proving the project manager’s Estonian language skills. Each team member must digitally sign their own container.
