Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including convictions for participation in a criminal organisation, corruption and fraud. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures. The notice also requires confirmation that the bidder’s subcontractors and suppliers used for contract performance are not subject to the Russia-related sanctions restriction described in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include a responsible person who will personally take part in performing the contract and who has, during the 36 months preceding the start of the procurement, produced at least three short videos involving both filming and editing. The bid must include the responsible person’s CV with sufficiently detailed information for the contracting authority to assess the experience. If needed, the contracting authority may request additional information and documents, which the bidder must provide within 3 working days. For the exclusion-ground check, the bidder must also provide the names and personal identification codes of any other persons authorised to control the bidder and not visible in the business register, or confirm that no such persons exist. The bid must comply with all conditions set out in the tender documents, and the bid price must be submitted in the required structure.
