Compliance requirements

The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud, and that the relevant exclusion grounds do not apply. If any ground applies, evidence of self-cleaning measures may need to be provided. The bidder must also confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value who are citizens, residents or companies established in the Russian Federation, or persons or entities owned or controlled by them or acting on their instructions. Qualification criteria and exclusion grounds

The bidder must provide a team for the service for the entire contract period, covering the competencies set out in sections 3.2–3.5 of Annex 1 to the procurement documents. Compliance must be demonstrated using the CV form in Annex 3 to the procurement documents or the required certificates, and the CVs must contain all information needed for the contracting authority to verify that team members meet the requirements. The bidder must also confirm that the bid complies with the requirements in the procurement documents and, where necessary, that equivalence has been explained and supporting evidence has been attached.
