Qualification criteria and exclusion grounds

The bidder must have experience from at least one properly performed contract from the last 36 months for organising Estonian language teaching for adults. The bidder must provide the contract dates, value, other contracting parties and contact details; at least 1 such reference is required. The team must include a project manager with higher education, Estonian language proficiency at native level or at least C1, and at least 24 months of project management experience within the last 5 years. The team must include at least 5 teachers. Each teacher must have a suitable teaching qualification or a bachelor's or master's degree in philology, humanities or educational sciences, and at least 1 supplementary training course supporting Estonian language teaching completed within the last 10 years. At least 80% of the teachers must have at least 12 months of experience teaching Estonian to adults within the last 10 years. The bidder must submit the project manager's and teachers' CVs and the required education and qualification evidence. In addition, the bidder must provide the training venue addresses and short descriptions for the selected lot, the bid description, the bid price in the required form, and proof of an economic activity notice for continuing education. If the bid is submitted by someone other than the legal representative, or if it is a joint bid, the relevant power of attorney must be provided.
